The Chronic Homelessness Initiative
On January 27, 2003, a notice of funding availability ($35 million) was published in the Federal Register for the Collaborative Initiative to Help End Chronic Homelessness (referred to subsequently as the Chronic Homelessness Initiative). The Initiative, coordinated by the U.S. Interagency Council on Homelessness, involves the participation of three Council members: The Department of Housing and Urban Development (HUD), the Department of Health and Human Services (HHS), and the Department of Veterans Affairs (VA).
This Initiative targets persons experiencing chronic homelessness, including veterans. A chronically homeless person is defined as “an unaccompanied homeless individual with a disabling condition who has either been continuously homeless for a year or more OR has had at least four (4) episodes of homelessness in the past three (3) years.”
MASW is a signatory to the letter sent to Phillip Mangano
, Director of the United States Interagency Council on Homelessness, expressing significant concerns about the Chronic Homelessness Initiative.
